Isn't CR's ratings partially based on customer surveys also? Most Tesla owners (not all) seem to be extremely happy with them, which would boost Tesla's ratings. I've gotten the surveys in the past and thought these were considered when making their top picks, as well as when they do their basic above/below average reports.
I heard the explanation. Tesla's high ranking is mostly based on the ease of charging via the charging network. other than that, the reliability of the Tesla 3 is slightly below average. Nissan Leaf was in there as well but doesn't rank as high because it's harder to find changers.
I want to like CR, and there is value. But they get their information from subscribers, which is a captured group. Not to mention subscriptions are down. Hardly a valid statistical study.

With all due respect, you may be coming from the wrong premise. It is not a simple black/white issue, with no shades of gray. I have a lot of respect for the publication, but, on occasion (uncommon occasions), their ratings are questionable. I have reviewed and test-driven a Model 3, and, except for the massive torque level (which is far more than is needed for normal driving), found it unimpressive.

CR's reliability assessment is based on surveys, but this factors in the road tests and preferences of CR's own staff members which is a very limited group of people with very specific preferences.

While I don't know what he drives, IMO what one drives has nothing to do with their opinions about other cars. As long as they have driven/tested, their opinions are valid. Their reference points are not static when they make opinions about cars which is fine. A Tesla may be impressive compared to a less valued car, but for what it is, is it worth it? May be may be not Same thing can be said for many different cars which is fine too. Lol. What's worse is someone has not driven a car but gives opinion/"facts" about that specific one. From my observation, he had these random reviews that I find one very helpful when a family member was looking into buying that specific car.

CR should take into account the 10 million recalls for vehicle fires for the Hyundai/Kia and Genesis brands. . And the fact that the many Hyundais are not recommended for parking inside a garage.

CR is well-aware of recalls. They like many Hyundai and Kia products in spite of those recalls. In general, they are good products.
Now it was found that Hyundais are too easy to steal.

Those are past Hyundais/Kias. The newest ones have more secure hardware that is more difficult for thieves.

Nothing GM on the list
GM, unfortunately, has dropped several of the vehicles that had previously been on the CR-top-pick list. One of them was the Chevy Impala. When it was totally redesigned in 2014, it was completely transformed from a dull-rental-special into one of the best sedans in its class. CR also liked the Buick Lacrosse.....except for the poorly-designed shifter.
They would (probably) also have the Encore GX on the top-pick list if not for the three-pot engines lacking some refinement.
