emmissions with a turbo

I did a search and couldn't come up with anything specific to illinois. Can you still pass emmissions by adding a turbo in illinois. I dont remember where i read it but does it have to do with the kind of turbo system you have (something with the waste gate?)

Yes. You should be able as long as you keep low boost and have cats on. With newer cars it should be even easier since they visually check for cats and then they interface with OBD.
