Recon.......
I'm planning to get my recon so I called the office today and ask a few questions.
Minimum height for the headlight is 22 inches from the middle of the
headlight to the ground. FOR LOWERED VEHICLE.
No minimum height for fog lights and license plate.
You can put any size of rims as long as it doesn't stick out of the fender.
You still need an alignment print out to get you recon if you are lowered.
I don't need negative comments... This is For Your Information only for those people that wants to get their recon and not worry about cops harassing them for their rides.

I got my recon last year and the fog lights were 1/2 inch too low. these are stock fogs mind you. So I just took em out the next time I went so he couldn't measure. There was a height minimum for the bottom of the license plate. If they changed the rules then all good for you. BTW the other thing you need to watch out for is if your tires are getting kinda near the wear mark. I did not pass due to that. The tires were about 60% left, but he told me it needed a certain amount to pass.
good luck

I just saw a couple get pulled over in front of my shop. By the way the cop kept looking at their 24" wheels, it had to have been a recon ticket for either the wheels or drop (perhaps?).
The recon thing has always been a bit of a mystery to me.

Really? Does that mean the +1" regulation is no longer being enforced?

I think you got it all wrong cause I got a recon for my integra 4 inches over my stock rims back in '98. Before, you needed recon for rims if its over 1 1/2 bigger than stock. So, if you only +1 over stock you didn't need recon for the rims.

I pass my recon today... now I'm legal. The inspector did the bounce test, check the front and rear bumper height, look at my alignment papers, check the headlight height. I went with my stock rims and tires cause my tires is a bit stretch with my aftermarket rims.
