No need recon for rims but I don't think you want new rims without lowering it. Its going to look lifted... but if you lower it then you need to get alignment done and get the printout for recon.
Recon pretty much only consists of altering your suspension. Whether it be lifting or lowering it. Exhaust was done away with a while back and rim sizing was done away with not too long ago, as long as it doesn't "poke" out past the fenders. And yes if you lower or raise your car you will need an alignment and a print out with everything within factory specs, in the green. If any one thing is red or out of spec you won't pass. They do a pretty thorough inspection, I've heard of guys failing cuz they were missing a bolt for a brake line bracket. Most guys clean out there car of everything. And since its only for suspension, go there with your stock rims on...

I passed recon with coilovers... I suggest make your shocks to the softest setting when going to get your recon. The inspector bounce my car when I went.

plus, you gotta know a good alignment shop that get you within specs...on paper....right Marty?
