wow, at first i thought, man, he's asking for a chinese restaurant recommendation in SGV where there's chinese food everywhere you look? but when i read the "A" rating requirement, i understood.
hmm, like ryan stated, it's hard to find A ratings out in SGV. i don't really pay attention to the rating as long as they're not below the letter scale (once they get below a C, they're simply listed as percentages--and yes, i have been to those places before. heehee).
for that $7-12 price range, i'd guess you'd be looking at more cafe type places? price-aside, i like ocean star (garvey & atlantic), MVP Seafood (garfield & valley), Happy Family (is that still there?)-Focus plaza (del mar & valley), ummm, what else?
in terms of cafes, some of these are okay: OK Cafe, Bacculi, Regent Cafe, Garden Cafe, JR, the place that used to be called St. Honore (but i'm blanking on the new name-Atlantis Cafe?), and of course, i still like some of the Sam Woo's. i don't think i've found any of them exceptional, but they're all decent...*shrugs shoulders* i guess it's a matter of what you're looking for...
to be honest, my all-time fav place out there is xiao mei's-dirty as it may be-either location, b/c they offer taiwanese food, mandarin, cantonese, etc. it's cheap AND they serve yummy shaved ice!! heehee...i haven't found a place yet that can beat their taiwanese shaved ice. if anyone else has, please enlighten me!!! i would really appreciate it. thanks!

The $7-12 is per dish for family style dining. At least that will get most courses at the local places, dunno if that translated in SGV.
A relative is a LA County health inspector so our awareness is a bit different. The "A" is no guarantee either...it presumes a certain level of understanding-implementation of safe food handling and storage. Some of the "B" let alone "C". Brrrrr

AGREE. "A" basically means the condition in the kitchen, outside, the SAME, $7-$12 is already expensive
