CA Police, car modification training video.

That's a very good link. Everything seems correct but the illegal MSD ignition is not correct. Most MSD ignitions are 50 state legal. However, if every cop considers catching modified cars instead of catching criminals, then the society gets even worse.
1. Catching modified cars is a very easy job comparing to chasing stolen vehicles while they're mostly in stock form.
2. Not all modified cars are for street racing. There're alot more accidents caused by stock cars either when racing or neglecting than modified cars. We rarely see truly modified cars causing accidents or are driven crazily on the streets. They're modified for tracks or just a hobby of working/challenging with the technology.
3. In fact, many new manufactured cars have crazy hp under the hood and can beat many modified cars. If we think about gaining some hp on modified cars comparing to the average of 250-300 hp on new cars, it's nothing.
4. So the only solution will be left to only the rich people who can either buy powerful cars in stock form or whoever can afford expensive legal hi-performance parts. Legal hi-performance parts are mostly a matter of $$ and tax paid to the government. Poorer hi-performance makers can't afford this luxury. As we all know, it doesn't only have to be smog compliant, if you don't set up and tune your mofified cars properly, they will not run and might damage the engines. The same applies to legal parts.
5. Catching modified cars are not necessarily fair and ethical at large. Also, if this step is taken seriously, it will hurt the economy for sure due to lacking of commercial factor of the car performance industry.
