Sad to say but this goes on all the time, everywhere, including dealerships.
I'd like to add that if your car is older than five yrs you are suggested not to change any fluids that these guys( jiffy lube, etc) recommend, the only oil that needs to be replaced frequently in the engine oil.

I had a similar occurrence at Lexus of Cerritos. They said they had changed the Transmission, rear diff., and brake fluids. They didn't do it and I caught them myself by just checking the levels after the "SERVICE" was done right there in front of them. How many people bother to do that? I think not many.
I had another guy trying to charge me $1000.00 bucks for a defective fuse, saying it was a shorted out harness.
Last but not least, and I am sure this is going to ruffle some feathers. Todd form
TM engineering told me I needed my brakes done about a year and about 25,000 miles ago.
My brakes are just fine to date, almost a year later and 25,000 miles more on the odo.
