legal quesiton

A friend of mine bought a part for his car (not a lex) from someone in So Cal ( japanese version of his ecu). The guy the part came from said he had this part in his car and everything worked great (he didn't give a reason for selling it).
This Jap ecu caused the alternater in my friends car to to die/explode/what ever you want to call it ... alternater shot basically ... and now to fix it, part + labor, my friend is looking at ~$900.
The legal part: we live in Vancouver (Canada), this guy is in So Cal, does anybody know if there is any action available to my friend?
Any advice you guys might have would be greatly appreciated.
