You can. That's why people recondition their bumpers. Once you do that, you are going to have to repaint that bumper.

That bumper looks fixable. Flipside would know more about that then I do since hes a claims adjuster. Im sure any body shop would be able to take care of that.

If i do recondition and repaint, i think the cost might be more than to find a good used bumper? how hard would you guys think it would be to recondition? it would definately need some sort of wet sanding..
