This is why I love having a stock car. My days of these performance parts are over. No worries about getting pulled over for loud exhaust or illegal mods.

To those who are heavily modded, may I wish the best of luck to you

I was talking to my dad about this since they had them in South OC last year. Legally, they cannot force you to do any of these tests. I think making these voluntary is really a waste of people's time and money. Most people wouldn't know these tests are voluntary.

Motorists whose vehicles are selected for testing are greeted by a BAR representative who provides them with information about the survey's purpose and answers any questions they might have. Although participation in the survey is not mandatory; it is critical to the success of the survey. The BAR representative will do everything possible to accommodate motorists who are selected for the survey.
........
Vehicles are tested solely for the purpose of gathering data. They do not "pass" or "fail" the roadside emissions tests, so these tests add no additional repair requirements for drivers of high-polluting vehicles. The procedure usually lasts less than 10 minutes.
something good at least, only problem, is that CHP would probably just give you a ticket as you left for modified intake/exhaust/whatever

I hear you David. I'm working on it asap now buddy, with your help ofcourse.
Last time I got pulled over and got my hood pop it cost me $880 in bail. That is just for an intake. I have engine swap but the cop didn't know and he gave me a gross polluter infraction.
