fwiw, most of the time i rub that tab as well. i only bend those tabs up and never worry about the fender lining. worst case i just rub a few holes on the fender lining, big deal

i am rubbing at the metal bracket that holds the bumper...the top of the fender liners especially the clips that hold the lining up....basically thats all...
the top fender lining is fairly easy to do..just heat gun the top fender lining and push it upwards...(just scared that i might melt the paint on the exterior fender)...hahaha
the metal bracket i have a problem with....
How do you even bend that? hahahaha...its like a solid metal...

imho there's a reason why they put it at the edge of the bumper. if you relocate it to more inside, then you might have a little gap at the very end of the bumper
it's hard for me to "write" how to flip it to the other side. but once you take off the clip, you will know

not sure if i have a 100% solution, but
1) what tire size you running? what's width of rim?
2) what brand tire you running?
3) how bad is rubbing on that bolt area? always? often? on turns? on straight?
4) any wear (or damage) you see on tire from that bolt/edge?

1) 235/30/20 on 20x9

3) quite bad...the plastic lining that covers the bolt is already thining and appears to have a small hole already.
