I believe the test is measured at 75% of your redline, so mine was at 4500rpm. It's perfect for me. With my car, from idle to 3500, you hear the exhaust. From 3500 to 5000, the exhaust cuts off and all you hear is the intake. At 5000 to 6000, you hear the exhaust again.

Here is pretty much how the whole testing procedure goes. It's under the "CCR 1036 Passenger Cars and Light Trucks and Buses" section.
