use zip ties, and if the cop doesn't sign off, then go to different cop

i've got a set of L brackets. unlike the picture, instead of drilling holes on the side, im just gonna screw it onto the top. a few of my friends have this on and it looks great, and its stable.
then i found a thread earlier today and found this site.

and since im gonna get a front lip within the next 2-3 months, i think im just gonna use the L brackets for now and get the tow-hook later. because most people use the L brackets under the front lip or under the bumper above the lower grille.
