I got tons of family that are cops. From what I heard, cops can pull you over for almost anything on your car. From things hanging on your rear view to tinted back windows(both obstruction of view). It's just there way to pull you over if you look suspicious.

The vehicle code book has so many conflicting laws that in quite a few cases they can contradict one another. I think some one said it earlier postpone as long as you can, hopefully you were very unmemorable to the police officer so that he is oblivious to you. The longer you postpone then it changes their summons date and you run the luck of the officer not showing up. Not sure if that helps but I drive that freeway 5 days a week and the mean speed is 80 mph. The worst case is you pay but consider your self lucky a fine on 80mph is much less than on 91mph.
