It really depends on where you live and if you draw attention to yourself. Where I am, ricers are notorious for weaving through traffic, blasting loud music, and doing things that really catch the attention of cops. Meanwhile, for the most part, cops have left me alone. A few motorcycle cops have looked over at me while I'm driving on the freeway and they don't do a single thing outside of a nod or thumbs up.

Popo's look out for dark tint on the front windows mostly. Fix-it ticket.
After that, nitrous. They'll stop you and will look into your interior/trunk looking for nitrous. There was a large bust at a nearby meet. Several cars were confiscated on the spot.

Whether you get hassled or not depends on how you drive, how dark your tint is, how loud your stereo and exhaust is and whether you are driving a Mitsubishi Evo or not. Or a riced Civic or Integra. SC's that don't look like an F&F show car tend not to be bothered so much unless it involves a speed contest or crazy driving.
.... in general.
I am assuming you are not asking specifically about what modifications themselves are legal/illegal. You can do quite a lot to the chassis and be inconspicuous but when it comes to the engine there isn't much that is CARB certified... and other than a catback exhaust, rear end ratio change or 5-speed manual swap there aren't many effective drivetrain modifications you can do here (legally) unless you want to spend a lot.
There are many turbo SC's around Cali but the majority of them are not smog legal. No advice on how they do it that way. I assume they are careful until it comes time to smog and then I am completely perplexed. Same goes for a BAR Ref ticket.
I don't mean to discourage you, OP. There are many, many modified SC's in Cali even if the rules make it more difficult.
Joshhleee -- I'm not surprised at your experience of being left alone. There are so many BMW M, Merc AMG, Lexus F, Audi S, Ford Mustangs, GT's, STI's, Evo's, countless exotics, etc. out here it's probably a common sight to them.
They're often looking for someone causing trouble or who looks FAR too out of the ordinary (i.e.: very, very obviously modified Hondas). Don't appear too out of the ordinary and you'll be fine.

Tint is one of the main things anywhere in socal. Mainly got warnings about it, once with a speeding ticket and another the cop busted a U on a busy street to get me specifically. I personally got pulled over 3 times within a year for just exhaust noise. 1st and 2nd were by the same cop (2nd time I asked him to give me the state ref ticket so I can get my exhaust noise documented to show it's within limit). My brother and a friend got pulled over and ticketed by that same cop too. 3rd, a different cop asked about the exhaust and I told him I had the paperwork that it's within limit and just let me go. Maybe it's just the area I'm in lol

This is a good read relative to extensive performance mods:
