Ground upgrade kits for GS400/430
Just got in some grounding kits for the 98-04 GS300 and the GS400/430.
These particular ones are red wiring, I think black will soon be available as well.
$99.95 for the set, which includes instructions and some miscellaneous hardware for installation.
Some of the points are a little better engineered than the Tekk kits, and should provide better current flow for the electronics inside the vehicle.

It's actually not a literal upgrade/replacement...but a new addition.
It will give you smoother shifting, throttle response, and idling...as well as more thorough grounding. Do a search and you will find more threads on this topic.

The grounds definitely won't address any type of RPM issue or finding a signal, this is a common problem with some installers when they do remote start modules. The Lexus cars are a little tricky sometimes to find a "good" RPM signal, you just have to know where to look is the key If there truly was not a good RPM signal, your car would not even run right, or would run bad or stall.
On the original question, I'd say on a brand, brand new car it may help a little with keeping resistance down for the many electrical accessories, especially in the engine area and the dash area. Some kits do not address some key grounding points, but if you do address these specific points, you can definitely clean up some of the electrical paths back to ground. Remember that with DC power, everything is looking for a ground, as that is the direction that the current flows. And also remember that it always follows the path of least resistance. With a vehicle with so many electrical knick knacks and gadgets, this can sometimes become a problem when too many things share some common ground pathways.
As far as actual results, just remember that virtually all of the OEM connections are crimped not soldered, and these will begin to oxidize the day that they are assembled. Along with some environmental conditions and and hot/cold cycling, you will begin to see a degradation of the current capability (albeit a small amount) over time. This is usually what causes dashboard lights to dim on "older" cars for example, when using the turn signals or stepping on the brakes, or even when you turn on the a/c.
On an older car (with no real set time here of what an "old" car is) you would probably see less dimming of some of the accessories, and if any mechanical functions improve such as transmission shifting or acceleration, it is probably due to the fact that one or some of the sensors or ECU modules was not getting a clean ground.
These kits are all soldered, which is the only real correct way to address this, most others are not.
