I will probably end up doing 19" x 8.5" and don't need staggered.

Just want to confirm that the $250 is for powder coating...?

Also, it looks like OEM 3GS offset is 45mm. Since the offset on these is 38mm, will they require spacers to clear?

I'm not particularly offset-savvy and appreciate the help!

Don't think spacers are needed, however we'll include spacers for free if it's needed for it to clear.
