what's the difference between Phillps and Xenondepot bulbs? are they that significantly better?

Hi,

You can't go wrong either way however the Philips bulbs will be slightly brighter, and more durable. Philips bulbs also have a quicker warm up period and will colour shift to temperatures of approximately 4700k. These bulbs are genuine German made Philips bulbs. These are not bulbs that are sold as Philips type bulbs made in Chinese factories.

umm, i should've ordered the Philips kit then. can i swap out the bulbs for my 9006 Xtreme HID fog kit when the Xenondepot bulbs go out?

You're Xtreme bulbs are not going to burn out anytime soon =) Furthermore, they are also backed by a 3 year warranty. Philips rebased bulbs are interchangeable assuming you simply wanted to change over to the Philips rebased bulbs.
