This is likely directly correlated to your earlier post about the seat belt mechanism being replaced.

The airbag "OFF" light will come on in in these scenarios;

• If the seat belt switch detects that it is latched, but there's not enough weight detected on a front seat (Ie., it thinks there's a small child and it doesn't want to beat them with the airbag if it deploys)
• If the seat weight sensor detects enough weight, but the seat belt isn't engaged

You need an advanced code reader that can read the state of the seat weight sensor and seat belt latching switch, otherwise you're shooting in the dark. If it thinks the seat belt is latched when it isn't, then there's your problem.
