Is this side blinker supposed to work?

I noticed both sides of bumper don't work.
I didn't even know there was a bulb inside. I thought it was just a reflector.

changed the bulb and still doesn't work.

That can't be a signal it's not visible from the front must be a marker light. Have you tried turning the lights on?

ah, it's only visible when the headlights are on.

i thought that was a 2nd turn signal the whole time.
