I have a Lexus ES300, 1996. the front passenger windows was not able to roll up using the passenger side switch , but able to to controll the roll down. This happen for a while so that i have to use the driver side switch to roll the windows up. Now both of the driver and passenger side switches are not able to roll the passenger windows up. If the lockout switch itself is OK, then there are several other things that could make power windows fail..........blown fuses, bad window switches, weak or inoperative electric window motors, broken or disconnected wires, broken or bent window linkages, misaligned windows, or simply something in the window channels preventing normal up-and-down movement.
