Here's how you do it (on the 2nd-gen ES)
Use a small flathead and carefully pry out around the outer circular plastic cover beside each of the 2 license lights, which basically holds the license plate light assembly in place with the trunk lid. As I expected, the circular pin is like the plastic clip-style screws found on the inside of the trunk covering when accessing the tailights.
Here's how it looks like in my 2001 ES300. The bulb type is 2825; it should be the same on the '97 ES.

A closer look of the license plate light itself (sorry for the blurriness)
To remove the bulb, simply unclip the electrical connector, twist/unlock the grey plastic socket which holds the bulb, and pull the wedge-based bulb out. Hope this info helps.
