ES300 troubles

ES300 troubles
My friends got a 1993 ES300 with 158,XXX miles on it. The tranny blew and was repaired. Now..on to the problem..
The car has NO pickup. i mean none. It feels like you start out in high gear everytime the car goes. when ur doing like 50 and you stomp on the gas, the car doesnt downshift. Now im thinking its the passing gear, or vaccum modulator(if the car even has a vaccum modulator, i honestly don't know)
Can anyone give me any advice, i plan on doing some stuff to the car tomorrow..thanks
