Default Shims

I found out that my left rear brakes have shims and my rear right brakes do not have shims. What is the significance of this ? What is the function of shims ?

The function of the brake shims is to prevent squeaking from the brake pads. All Lexus brake pads come with a shim kit as it is part of the brake package. You may have to go to the dealership to order a shim kit for your rear right brake pads (probably costs around $25-$30).

I just had my rear brakes serviced. I'm a bit disturbed that they either didn't put the shims back on or else didn't tell me that it was missing.

Wow that is disturbing indeed. You have a right to go back and complain about the missing shims. Perhaps the person who worked on your car has limited knowledge of servicing Toyota/Lexus vehicles.
