I have a 92 es300 and have been told that it does not need the fuel filter changed (ever). If this is true then why do they sell replacements? Where is the fuel filter located? Is it easy to change and do I need any special tools?

Yes you can buy a replacement.
It's located under the air filter box.
I'd get a 14mm flare wrench to remove the inlet fitting,otherwise you'll strip it with a normal wrench. The top fitting is a 19mm or 17mm,use a socket with an extension. Make sure you get the thin washers with the filter.
Open your gas cap to relieve some fuel pressure. Spray the lower fitting with a lot of penetrant (Liquid Wrench,etc),use a pipe or something as leverage against the flare wrench (lay it against the transmission case). Even with the cap you'll have some residual fuel,be prepared to smell some fumes. Double up your gloves. And no smoking!
