Here is the section from my 1997 ES300 repair manual on diagnostics for P0401 "EGR Flow Insufficient".

i had the P0401 code last year and my mechanic changed the EGR gas temp sensor to solve my cel problem. the sensor is pretty pricey about $180 for a 95ES but definitely a DIY.

Anyone have suggestions on where I go from here?
this is so wierd--------that's EXACTLY what just happened to my 95 ES300! I got the p1035 cel for rear 02 sensor. fixed it. EXACTLY a week later, cell on again. this time 0401 EGR.

this makes me wonder if/why changing the 02 sensor initially causes the egr code? since I reset mine 4-5 days ago, I've still had no cell now
