Microsoft has a very small program that will resize pictures for you. ImageResizerPowerToy is the name of it. it is from the PowerToys line of tweaking utilities for Windows. To use it, simply right click and then choose "Resize picture" and click which size you would like it. No crazy program to open and manual work to perform.
