Should I get a ballast and bulb setup for my non-hid setup on my 2000 ES or just go with a external ballast and igniter setup? I got quoted at 285 for a 10k set(ballasts and bulbs)

If you really want the true HID look, get yourself a pair of factory HID headlamps made for the '00-'01 ES. That's what I did for my '01 ES (click here for details)

10,000K will not give you much light. In fact, the light will be purplish, and you will most likely get in trouble from law enforcement for driving around with that kind of lighting. I suggest 4100K (white light) or 6000K (bluish-white light) for optimal driving purposes.
