Fan Problem
Hey
My cousin got a 93 camry v6 (same engine as es300) he's got a problem with the hydraulic engine fan not spinning fast enough to keep the engine cool. He changed the fan so far same result. Just wanted to know if anyone had a problem like this before.

The problem is the guy that was working on it is a moron.
The only problem is that the electrical connector that plugs into the top of the powersteering pump is not connected. Which is common when dumb/careless people are changing the P/S belt.

Looking closer
From the access hatch in the passanger wheel well
