All cars in the last 20 years have halogen lights. You are reffering to HID bulbs.
You have to retrofit them, the ballasts the supply them power, and the wiring / relay / fuse to work them.
If your year has a factory option, that's the easyest route.
If not, you either do custom projectors, or modified projectors - if you have either of those options avalible.
The cost for descent equipment is generally $350+.

New light look
I picked up some halogen headlights that are blue, if that is the look ur going for? Search for Nokya blue. I think i bought them online for $24 which included shipping at www.autodirectsaveinc.com
hope this works for you. They also have white and purple headlights too, you can find HID lights on that site as well.
