I need to install a front plate (stupid parking ticket). Are there predrilled holes i am just not seeing? If not, what is the best way to drill them?

You could screw in the license plate holder under the front bumper. It wraps under the bumper a bit, enough so you can screw in a couple of screws under the bumper (above the bumper grille). You can then mount the license plate to the license plate holder. So after getting signed off, you can simply remove it and the screw holes isn't visible, unless you are lying on the ground and looking up.

This is what I did the last time I got a fix it ticket. I pulled it right off after I had it signed off.
