The lights illuminate when the system detects a fault. The next time you turn on your car, check something. When you start the car, does the ABS light flash and then stay lit? Does it not come on at all until after all the others have gone out, or does it just come on and stay on continuously?
These can be used to help isolate the problem. As mentioned before, the weakest link in the ABS system are the wheel speed sensors, but any number or electrical and mechanical faults could trigger the light, including low fluid level which can simply be caused by low pads, so check all the hardware before you let loose any money on electrical diagnosis.
