Power steering pump? Any bubbles in the power steering reservoir?
With the hood up, standing at the right front fender, looking across the engine.... does the sound come from the left, power steering pump, or the right, alternator?
Usually, the serpentine belts are both replaced for this.. Bearings may whine when too tight on a worn belt.

Wosrt case scenario: your tranny pump starved of tranny fluid. THe first step to a broken tranny. A tranny strainer/filter change (or cleaning) may be necessary.

I think that the whine is from the car being overheated before. Once overheated, there is a chance that the air compressor oil has been depleted (when the a/c was on while driving overheated).
