Default High rmps?

I was wondering if anyone has experienced this before? While traveling the rpm's can be at 2 and as soon as i let off the gas and to remind you at any speed it does this the rpm's will drop .5. I believe this attributes to me wasting more gas but if this is normal well then its understandable but seems like the engine is overworking sometimes.

When cruising in the last 2 gears (of any of the A/T's) the torque convertor locks up.

When that state changes (letting off, apply more throttle, or braking) the torque convertor unlocks. In the case of letting off, the engine returns to an idle. 700rpm +/- 100rpm. & stock tachs suck at telling actual rpm.

You're normal.
