Yes HID's are safe provided that:
1) The shims work (i.e. they work, AND the bulb distance isn't screwed)
2) The lenses work
3) They are aimed correctly.
HID's are no worse than any other headlight when pointed in your face. They all effectively blind you, so there's not exactly a differance.

When I had my factory non-HID headlamps in my '01 ES, I was contemplating on putting in an aftermarket HID kit, but then I thought about the amount of glare that would come out of the headlamps and blind oncoming drivers. This in effect would make my HIDs unsafe.
Later on, I found a set of factory HID headlamps for my ES on Ebay, and installed them with the 4100K bulbs and ballasts. No auto-leveling feature, but I can manually adjust the vertical height of the HIDs with a socket wrench. Now my HIDs are considered safe since they do not produce any glare and are leveled just right to oncoming traffic.
