A/C Fan problem

Default A/C Fan problem

Good afternoon, ladies and gents of this forum.
Just got back from the Toyota dealer... They wanted $106 to run "diagnostics" on my A/C, which runs great.
Problem is, the fan will only run on minimal speed, irrespective of the fan speed that is called for.
For example, when the inside of the car is hot, and the LED shows all bars calling for max fan speed, the fan will only run on slow.
At first, it would run on max for a few secs (and sometimes not even when called for), but now it has only the one slow speed.
Any ideas?

Oh, forgot to mention. It is an ES 300, 1998 with 156k
