one of my headlights is yellowish and dirty on the inside. my neighbor said its because the seal is broken around the headlight somewhere. so how easy is it to take apart a headlight and clean it and about how long does it take? and is there a way to re-seal the light possibly using rubber cement or some type of glue?

silicone sealant. Theres a thread in the DIY section that shows how to bake open your headlamps and clear your corners or clean them out or whatnot

I've experienced my husband doing exactly that: "take apart a headlight and clean it" and let me tell you; it's a major pain in the a$$. He heated each headlight in the oven, cleaned and used a silicone sealant to re-seal his lights (for his SC 300) and after he was done they were immaculate!
Good luck and make sure you have at least a weekend to start and complete this task. I have no doubt with the resources in this forum you'll be just fine.
