Problem with my wifes es300

The parking lights keep blowing a fuse, brakes lights and head lights work fine.

I took out every single bulb on the circuit, and it still blows a fuse.

I went through with my volt meter, and it turns out that the driving brake lights, at the bulb connection, have continutity with ground on the positive and negative terminals. I suspect a relay or switch somewhere.

I have the 97 es300 manual, and it calls out a parking brake relay under the steering wheel, my 95 es300 does not have one there...

Any suggestions?
