The Oxygen sensors provide feedback to the engine computer in order to maintain the optimal air/fuel ratio of 14.7:1. So, yes a bad O2 sensor could impact the engine's performance negatively.
Most people don't replace the O2 sensors until one of them goes out and throws an error code (engine light comes on). However, as a preventive measure you could replace the upstream O2 sensors after 90,000 miles or so. The OEM O2 sensor costs about $120 each.
