Es 300 does not shift to overdrive until warm?

Our '95 ES300 won't ever shift into reverse until the car warms up for a while. In the summer its 5 or 10 seconds. The colder days it is 30 seconds to a minute. Is this the same issue? I've been contemplating having it looked at but the problem has been the same for a year now and hasn't gotten worse.
