Default Idle Issue

re: 1997 es300 135,000 miles, I have been having a idle issue since it has been cold and need help figuring it out. After driving the car for a while and come to a complete stop and put the car in park , it idles high . In order to bring the idle back to normal I need to turn the car off and restart it. Also the car does not want to start in the mornings now . Takes 3 trys and sounds like it wants to die .. The vehicle has new spark plugs , wires , new modulator valve and is clean of carbon . Any thoughts would be appreciated.

Check the hose that leads from the air box to the throttle body. It may have a crack in it, causing unmeasured air to enter the engine, causing an idle problem.
Edit: If no problems are found and you see no other vacuum leaks, try resetting the ECU by pulling the 15 amp EFI fuse under the hood for a few seconds, put it back and see if the problem goes away.

No cracks in the hose's and the fuse has been reset . Promblem still there . Also Seafomed with zero results
