I have a 97 Es and yes, there is definately a notch in the rear bumper for the exhaust/tail pipe.
A body shop or even a professional exhaust store could cut out and smooth a second notch in the bumper - sure it wouldn't look exactly the same because the original notch is moulded in shape but you would barely notice the difference when the second tail pipe is fitted because the tail pipe would be mounted fairly close to the bumper. I have seen this done on other types of cars and the end result is good because you tend to look at the exhaust, not the notch in the bumper.
I've also wanted to put a dual exhaust on with ever-so-slightly larger chrome end tips but it's not really the notch that troubles me - it's the space underneath to put in the second tail pipe. You see personally, if I was to do it I would get a shop to attach the second pipe towards the end and not bother with a full twin cat system. I've been there done that on my old rumbling V8. My racing days are over and it's propbably not worth it performance wise on the Lexus either - I just want it for the look and don't want to mess around with the original that much either. I also want it to be as quiet as the stock one as well.
The thing is I reckon that you would be able to see the second pipe joined onto the original and then run accross to the other side of the car because the bumper wouldn't really hide it well if you know what I mean.
It's still in the back of my mind of things I want to do though......we'll have to wait and see.

You're going for looks, not performance, on the dual exhaust. It would not be necessary to tap into the original piping. Just mount the canister to the frame. No one would be the wiser when looking at the car. You would not be able to tell if the 2nd muffler was working unless you crawled underneath to see.
