Normally, when a turn signal indicator flashes more rapidly on one side, that indicates that one of the bulbs on that side have burned out.
Check for a burned out bulb while the turn signal is running, then compare to the other side.

The signal relay (in my experience) doesn't work as 'left' and 'right', it senses current being ran through either circuit.

As for coolant change, I highly recommend changing every other year.
Read the manual on the procedure, so that when you refill, you purge all of the air out of the system.

you have a bad bulb.

to flush the coolant, look under the radiator. there's a drain at the bottom. remove the cap and put a suitable recovery pan underneath. open the drain.
if you realy want to do a good job, there are also 2 drains on the engine block. under the heads; one on each side. you need a 12mm socket to open them. let that coolant drain out. close all the drains, then refill with the proper mixture of coolant. start the engine, turn the heat on max hi temp and hold the revs to about 1800-2200 rpm until you get heat. you will have to monitor your coolant level as you do this, topping up as necessary. once you have heat, you're done.

Are the 2 drain plugs on the block exclusive to the 1MZ? Im pretty sure my
3VZ only has one.

do the actual blinkers blink fast too, or just the inside indicator?

The fast blinking turn signals are a common problem with the early ES models. The problem usually lies with the bulb socket and not the bulb.
This has been discussed in numerous threads.

yup, i was going to say, next take out the bulbs and inspect the sockets front and rear on the fast blinking sides. one of them is sure to show up burned/corroded.

I think it is more than likely that your problem lies with the front turn signals.

When you remove the front bulb sockets, you will note that the electrical connection between the car body and the bulb holder is a printed circuit. I think this is the cause of so many of these fast blinking turn signals. The electrical connection is exposed to air and moisture, and corrosion forms.

On the rear bulbs, the electrical connection is though wires. These are less likely to have corrosion problems because of the sealing properties of the insulation on the wires.
