Can't reset check engine light...

Can't reset check engine light...
So yeah, having some car issues as of late, which I'm still at a loss to what is causing it. The car gives off the appearance of starving for fuel, catalytic converter gets really hot from running lean, as well as the engine bogging and hiccuping randomly. Anyhow, so I decided to try to reset the CEL, and have tried pulling the EFI fuse, as well as the - battery terminal. I've tried both and when I go to start the car again the check engine light just stays on, so I can't figure out whats causing it to stay on like that.

Sounds like the cat is plugged and the CEL will flash as a warning of potential cat problems. If it stays on and won't reset then impending doom is to be expected. Get that cat checked!

Well your cat may be clogged, especially if there is no power. Is there a misfire? What are the codes? Dont just reset them, fix it! The light is on for a reason.

i'll check the cat, but I'm still stumped and leaning towards an electrical problem. The reason being is this morning I fired it up and the CEL stayed off, car ran great so I ran it up for 10 minutes or so. Then i left it idling for another 5 minutes and it all of a sudden shut off on its own. It was like an instant shutoff, like if you were to take the key out of the ignition. After that, every attempt today always had the CEL on and it running like crap again. I'm going to try again tomorrow and see if the problem is maybe something that only happens when the car is warmed up a little.
I want to put a scanner on it but I'm not sure what scanner to get just yet. Autozone told me over the phone that they couldn't scan it because it has an obd1 connection port (since obd2 uses a universal rectangular port), so I'm not going to baby it all the way up there for nothing. I assume I need to get an obd1+2 scanner so that I can run OBD2 with a OBD1 connector.
