ES 300 overheating mystery

Hello,
My 93 ES 300 started overheating yesterday while in traffic. It would get hot (almost to red) while idleing of going slow and return to near normal while at cruising speed.
I checked the coolant level and it is normal with no visible leaking anywhere.
I checked the fan and it was spinning at idle. Belts seem normal.
Could a bad thrmostat cause something like this?
A bad water pump? Would it not circulate coolant at slow speeds, but do OK at hiway speeds?
Thanks for any suggestions you may have.
