Im looking for lowering springs for a 96 lexus. Im from Olympia, Wa soo if you know of anything that isnt too pricey.. please let me know thanks!

Read this 2nd generation suspension reference thread, it lists all of the various makers of springs that will fit your ride.

You should replace your struts if your going to have this done as the stock struts aren't designed for use with lowering springs. You'll end up blowing your stock struts and then will have to pay the same labor twice to get new struts installed.
