My 2000 Windom have heavy steering wheel lately, first suspect is power steering belt slip since the inner CV join was break and oil goes on the pulley. Replaced both and still have heavy steering. Later found out the universal joint from steering column to the rack was blind in 1 direction. Changed that and steering goes fine now, hope this info can help you guys.
