Default Problems with fog lamps on 97 es300

On the driver side of my 97 es, the fog lamp was not coming on. I tried replacing the bulb and that didn't fix the problem. Has anyone had this problem before? Or can you point me in the right direction on how to troubleshoot this? Thanks

Well I figured it out, I tested the voltage at the harness and at the assembly. Everything was good, 12 volts, everything looked kosher. In the past, I always found that it really didn't matter if you touched a halogen bulb. It might only take a few days off the life of it. In this case, it ruined the bulb from the start. So I guess the lesson to be learned here is, when someone says don't touch the bulb, it means don't touch the bulb. I put a new bulb in and it worked fine. Boy was that a pain to figure out...
