Unhappy 1998 ES300 Radiator Fans are constantly on

Hi all,

Can someone please help me with this problem, I appreciate it.

When I try to start the car and just turn on the key, but not all the way to actually start, the fan start at a full speed with a full blow of air. Even the car is parked inside the garage for two days and the engine is dead cold.

Tried to check the relay for the fans, swapped them with no luck. Aren't those fans suppose to come on when the engine gets hotter ?

Can someone, please guide me to fix this problem.

thanks in advance !!

Is your AC on? The Condensor fan operates whenever the AC is on...

Inspect No.1 ETC switch.
Drain engine coolant.
Remove the ECT switch.

Using an ohmmeter, check that there is no continuity between the switch terminals when the coolant temperature is above 98°C (208°F). If there is continuity, replace the switch.
