Default Braking when going downhill at highway speed

I recently notice that each time I step on the brakes while going downhill at highway speeds, there is a soft but high-pitched sound (almost like that made by a cricket). It seemed to be reflected off the sides of the cliff.
I don't hear any such sound in when braking in town or highway.

Does this indicate that the brake pads are low?

It's a 1992 ES300.

You ought to be downshifting [try ''3'' if you drive an automatic or pressing the ''o/d'' button on the shifter], rather than using the brakes, to begin with!
